Summary

Comprehensive federal order on AI safety and security. Under the Defense Production Act it directed the Secretary of Commerce to require companies developing potential dual-use foundation models to report on training, model-weight security and the results of red-team testing, with interim thresholds of 10^26 operations (10^23 for models trained mainly on biological sequence data) and for large computing clusters. It tasked NIST with guidelines and benchmarks for AI safety, red-teaming and evaluation, and directed agency action on synthetic-content labelling, critical infrastructure and cybersecurity, chemical, biological, radiological and nuclear risks, and federal use of AI.

Status notes

Signed 30 Oct 2023; published in the Federal Register 1 Nov 2023. Revoked on 20 Jan 2025 by EO 14148 (Initial Rescissions of Harmful Executive Orders and Actions). EO 14179 (23 Jan 2025) then ordered agencies to review, suspend, revise or rescind actions taken under EO 14110. Its implementing instruments (OMB M-24-10, M-24-18, NSM-25, the US AI Safety Institute) were later rescinded, replaced or reorganised.
