Summary
Presidential memorandum on AI and national security, with a classified annex. Its three objectives: lead the world's development of safe, secure and trustworthy AI; harness AI with safeguards for national security; and cultivate a stable, responsible framework for international AI governance. It makes the AI Safety Institute the government's primary point of contact with AI developers for voluntary pre- and post-deployment testing of frontier models, including for cyber and biological and chemical weapons risks, and requires a Framework to Advance AI Governance and Risk Management in National Security setting prohibited and high-impact AI uses with minimum risk management practices.

Status notes
Signed by President Biden on 24 Oct 2024. It fulfils the directive in subsection 4.8 of his executive order on AI (EO 14110, US-04). The companion Framework to Advance AI Governance and Risk Management in National Security was published the same day; the memorandum has the NSC Deputies Committee approve the Framework and review it periodically. The White House fact sheet of the same day also says the memorandum makes collection on competitors' operations against the US AI sector a top-tier intelligence priority; the memorandum's public text directs a review of the intelligence priorities to improve the identification of foreign intelligence threats to the US AI ecosystem. NSPM-11 of 5 Jun 2026 (US-28), section 3(f), rescinds and replaces NSM-25 and associated guidance.

Refresh of 18 Oct 2026 under the rule that level A needs the instrument's own text or an official register. Stored in this run and read: the memorandum's own text on the NARA-archived Biden White House site (presidential actions, page dated 24 Oct 2024, signed 'JOSEPH R. BIDEN JR.') and NSPM-11 of 5 Jun 2026 on whitehouse.gov. Also re-read: the White House fact sheet of 24 Oct 2024 (stored 11 Oct 2026, unchanged on 18 Oct 2026). The memorandum's text confirms the full title, the date, the President as issuer, its binding directions to agencies and the content of the summary; official_url now points at it and the fact sheet becomes secondary_url. NSPM-11, section 3(f), confirms the number 25 and the rescission and replacement of the memorandum and associated guidance on 5 Jun 2026. The summary was rewritten from the memorandum's text instead of the fact sheet. The Framework's own text is not stored (its ai.gov URL redirected to the si.gov home page on 17 Oct 2026); the record describes it only as far as the memorandum does.
