Summary
Non-binding white paper of the White House Office of Science and Technology Policy setting out five principles for automated systems that can meaningfully affect people's rights, opportunities or access to critical resources or services: safe and effective systems; algorithmic discrimination protections; data privacy; notice and explanation; and human alternatives, consideration and fallback. Systems should undergo pre-deployment testing, risk identification and mitigation and ongoing monitoring, with independent evaluation and public reporting whenever possible. A technical companion, From Principles to Practice, sets out how to put the principles into practice.

Status notes
Published by OSTP in October 2022, one year after OSTP announced the process to develop a bill of rights for an AI-powered world. The Blueprint states that it is non-binding, does not constitute U.S. government policy, does not direct the interpretation of any statute or regulation and creates no legal right. It now exists only on the archived website of the Biden White House, marked as historical material that is no longer updated. No instrument formally withdrawing it is known; it is treated as withdrawn in practice.

Verification
AThe instrument's own official text, or an official register, was stored and confirms the title, date and status. checked 2026-10-18 · official-url-fetched
Recheck of 17 Oct 2026: re-read the archived OSTP page and the Blueprint PDF stored on 11 Oct 2026 (the archiver could not reach bidenwhitehouse.archives.gov on 17 Oct 2026: DNS lookup failed). The PDF confirms the title, OSTP as issuer, the month of publication (October 2022) and the non-binding character; the page carries the archive's 'frozen in time' banner. No stored file gives the day of release, so date_published is now 2022-10; version 1's 4 Oct 2022 came from prior knowledge, and the OSTP fact sheet of 4 Oct 2022 requested in this run could not be stored (DNS lookup failed). date_last_updated (20 Jan 2025, the change of administration) was removed: it is not an amendment or new version and no stored file gives it. 'Revoked / withdrawn' is a judgment: no stored file shows a formal withdrawal.
Second check: Independent check by Claude Code (claude-sonnet-5-5), 2026-10-18: 4 field(s) supported.
