Status notes
Issued on 28 March 2024 consistent with the AI in Government Act of 2020, the Advancing American AI Act and Executive Order 14110, after a draft published for public comment on 1 November 2023. It governs only agencies' own use of AI and does not create rights or obligations for the public; Sections 5(a) to 5(c) do not apply to elements of the Intelligence Community. Rescinded and replaced on 3 April 2025 by OMB Memorandum M-25-21 (US-12), issued after Executive Order 14179 of 23 January 2025. Its companion acquisition memorandum M-24-18 was likewise rescinded and replaced by M-25-22 of the same day.

Recheck of 17 Oct 2026: re-read the M-24-10 PDF stored on 11 Oct 2026 from the NARA-archived Biden White House site (bidenwhitehouse.archives.gov could not be resolved from the archiver's machine on 17 Oct 2026). It confirms the memo number, title, 28 Mar 2024 date, the CAIO and 1 Dec 2024 deadlines and the minimum practices.
