Version v1.0-202609, released on 15 Sept 2026 with notice 网安秘字〔2026〕118号 together with the general provisions and the education and health guides. Programmes made with AI must not contain the listed prohibited content, and AI-generated micro-short dramas must carry a notice in each episode under the Micro-short Drama Development Management Measures. Generative AI services offered to the public must meet GB/T 45654 (CN-10) and GB 45438 (CN-08), and the collection, annotation and management of training data must meet GB/T 45652 and GB/T 45674 (CN-24). For distribution it asks for explanation of recommendation algorithms, a one-click switch to non-preferred content and a minors' mode. Annex A lists 31 AI application scenarios in the sector and their main risks.
