网络安全标准实践指南——人工智能应用安全指引 卫生健康
Record CN-22 · TC260-PG-202610A
Health guide in TC260's AI application security guidelines, for medical and health institutions and technology providers, used with the general part (TC260-PG-20268A). Doctors stay the decision-makers: AI diagnostic and treatment suggestions need a doctor's confirmation, patients must know of AI involvement and may refuse it, and applications need ethics committee review and filing with health authorities. It covers the life cycle and scenarios such as clinical decision support, triage (stopping the chat on emergency signs), public health warning and drug trials, and annexes a five-level risk grading.

Version v1.0-202609, released on 15 Sept 2026 with notice 网安秘字〔2026〕118号 together with the general provisions and the education and audiovisual guides. The guide sets rules for dividing liability between doctors and AI when a system gives a wrong suggestion, and asks that systems be checked for performance across population subgroups; where performance drops markedly for groups such as children or the elderly, use in that group is to be restricted or the lower confidence clearly flagged. The informative annex grades AI applications in health as especially major, major, significant, general or low risk; the top grade has catastrophic and systemic features, and the annex refers to AI Safety Governance Framework 2.0 (CN-13) for grading. Normative references include GB/T 45654 (CN-10), GB 45438 (CN-08), GB/T 45674 (CN-24) and TC260-005, AI Application Ethics Security Guidelines 1.0. Drafting units include the National Health Commission's Statistical Information Center.
