Outcome document of the third REAIM summit (A Coruña, 4-5 February 2026), building on the 2023 Call to Action and the 2024 Blueprint for Action. Its 28 paragraphs invite states and other stakeholders to operationalise responsible military AI: compliance with humanitarian and human rights law, 'responsible by design', accountability of states and individuals without 'accountability gaps', AI assurance for reliability and security while anticipating AGI or ASI, and decision support that does not replace human judgement. National measures include pre-deployment risk assessments, TEVV, legal reviews, audit trails with incident reporting and a national focal point.
Known as the A Coruña Declaration; the Spanish summit page heads it 'Declaración de A Coruña: "REAIM 2026 - Camino para la acción"'. The summit was organised by Spain's foreign and defence ministries, with the Ministry for Digital Transformation and the city of A Coruña, and closed on 5 February 2026; more than 80 delegations of countries and international organisations took part. The summit page lists 45 endorsing states 'as of today' (Albania, Armenia, Australia, Austria, Belgium, Bulgaria, Canada, Chile, Croatia, Cyprus, Czech Republic, Denmark, Ecuador, Finland, France, Georgia, Germany, Ghana, Greece, Hungary, Iceland, Ireland, Italy, Japan, Kenya, Luxembourg, Malta, Morocco, Netherlands, Norway, Pakistan, Panama, Philippines, Portugal, Republic of Korea, Romania, Senegal, Singapore, Slovenia, Spain, Sweden, Switzerland, Türkiye, Ukraine, United Kingdom); the United States and China are not on the list, and the document remains open to approval by other countries. Neither the document nor the pages give a day of adoption. The text notes UNGA resolutions 79/239 and 80/58, the Secretary-General's report A/80/78, the work of the CCW Group of Governmental Experts on lethal autonomous weapons systems and the Global Commission on REAIM's 'Responsible by Design' report. At international level it recommends voluntary confidence-building measures, including information sharing on national policies and legal-review methods, table-top exercises and crisis-communication arrangements.
