Summary

Outcome document of the second summit on Responsible AI in the Military Domain (REAIM), held in Seoul on 9-10 September 2024 and co-organised by the Republic of Korea's foreign and defence ministries. Endorsed at the closing session and supported by 61 states, the declarative Blueprint lays out a roadmap for establishing norms for AI in the military domain. Status notes

The Blueprint was endorsed at the closing session that followed the ministerial roundtable of 10 September 2024, which brought together government representatives from over 90 states. The summit's plenary sessions covered the implications of AI for international peace and security, including conflict dynamics and the proliferation of weapons of mass destruction, the responsible application of AI in the military domain, and its future governance. The 2026 REAIM Pathways to Action (INT-18) builds on the Blueprint, 'advanced at the REAIM Summit 2024 in Seoul', and on the 2023 Call to Action (INT-14).

Stored and read in this run: the press release of the Ministry of Foreign Affairs of the Republic of Korea on the summit outcome, dated 2024-09-10 (snapshots of 11 and 17 October 2026; only the page's view counter differs). It confirms the title, the summit dates, the co-organisers, the endorsement as outcome document at the closing session, the support of 61 states and the five headline principles. The Blueprint text itself is not stored: the summit website (secondary_url) refuses a TLS connection and the same address over plain HTTP returns 404, and no other official copy was found (the ministry's news item of 12 September 2024 and Singapore's MINDEF release of 10 September 2024 attach none). The summary rests on the press release's description of the document. The REAIM 2026 Pathways to Action PDF is also stored for this record; it names the Blueprint as advanced at the REAIM Summit 2024 in Seoul.
