Summary

Endorsing states set out measures for the responsible development, deployment and use of military AI, including autonomous functions and systems: use must comply with international law, notably international humanitarian law, and be accountable within a responsible human chain of command and control. Ten measures cover adoption by military organisations, legal reviews, senior-level oversight of high-consequence applications, minimising unintended bias, appropriate care, transparent and auditable methods, training against automation bias, well-defined uses, rigorous testing and assurance across the life cycle, and safeguards such as deactivating systems that behave unexpectedly.

Status notes

The text holds ten measures (A to J) for the development, deployment and use of military AI capabilities. Endorsing states undertake to implement the measures, make their commitment public and release information on implementation, support other efforts for responsible and lawful use, continue discussions among themselves, refine the measures or add new ones, and engage the rest of the international community, without prejudice to discussions in other fora. The declaration defines AI as the ability of machines to perform tasks that would otherwise require human intelligence, and autonomy as a spectrum involving a system operating without further human intervention after activation.

CAUTION: no official source confirms the title, date and status; the record rests on secondary sources. Stored: the declaration's English text as published by Japan's Ministry of Foreign Affairs (mofa.go.jp, 2 pages), an endorsing state's copy; it confirms the title, the ten measures and the endorsing states' undertakings but prints no date and does not name the state that launched it. The State Department page (the record's secondary URL) refuses the archiver (HTTP 403 on every attempt), and the White House fact sheet of 1 November 2023 requested in this run could not be stored (DNS lookup failed). So no stored file gives the date, the launch by the United States in February 2023, the endorsing states or their number; v1's claims about the February 2023 launch at REAIM, the November 2023 revised text and the 47 endorsing states announced on 13 November 2023 (from a DoD News article) were moved out of the notes. The current endorser count and the position of the US administration since 2025 are not confirmed.
