Summary

General Assembly resolution on AI in the military domain that takes up the Secretary-General's report A/80/78. In operative paragraphs 9 and 10 it decides to convene informal exchanges in Geneva, as a three-day meeting in 2026, for States to share perspectives on the report's observations and conclusions, including opportunities and challenges, normative proposals and next steps. The exchanges are open to all Member and observer States, international and regional organizations, the ICRC, academia and civil society, including the scientific and technical community and industry; UNODA supports them and gives a written factual summary to the First Committee at its eighty-first session.

Status notes

UNODA's note verbale of 2 April 2026 gives 5 December 2025 as the date of adoption; the General Assembly's 52nd plenary meeting of the eightieth session, at which it adopted more than 60 resolutions and decisions of its First Committee (report A/80/534), was held on 1 December 2025. UNODA scheduled the informal exchanges mandated by paragraphs 9 and 10 for 15-17 June 2026 at the United Nations Office at Geneva; the agenda opened with an introduction of the resolution and an overview of the Secretary-General's report A/80/78 and closed with a session on next steps for multilateral dialogue.

CAUTION: no official source confirms the title, date and status; the record rests on secondary sources. The resolution's own text cannot be stored: documents.un.org is closed to the archiver by robots.txt (attempts on 11, 16 and 17 Oct 2026), the record's secondary source (the docs.un.org viewer) is a JavaScript page with no readable text, and the UN meeting coverage of the plenary (press.un.org, GA/12736) returned only a client-challenge page, also in the browser. Stored on 17 Oct 2026: UNODA's note verbale ODA-2026-00045 of 2 April 2026 and the agenda of the June 2026 informal exchanges (unodaweb-meetings.unoda.org, a UNODA host not yet recorded as official, so their quotes count as secondary), and the UN Audiovisual Library page of the 52nd plenary meeting (media.un.org). The note verbale confirms the symbol, the title and the text of operative paragraphs 9 and 10, and gives 5 December 2025 as the adoption date; the agenda confirms the meeting dates and the link to report A/80/78; the Audiovisual Library page dates the 52nd plenary meeting, at which the First Committee's texts were adopted, to 1 December 2025 but does not name 80/58. The adoption date of 1 December 2025, the First Committee references (A/80/534, para. 7; A/C.1/80/L.46), the preamble and the other operative paragraphs were read in version 1 from the documents.un.org PDF, which was never stored; they are left out of the summary and notes until it is. Reported in sources that are not stored: a plenary vote of 167 in favour, 5 against (Burundi, DPRK, Israel, Russian Federation, United States) and 5 abstentions (Argentina, Belarus, Iran, Nicaragua, Saudi Arabia), from GA/12736 as shown in search results and from un-project.org; a First Committee vote of 166-5-5 on 6 November 2025; and, from the Arms Control Association, that the United States, which voted for resolution 79/239, objected to this text as risking a centralised global governance regime.
