The decision is dated Hà Nội, 28 February 2026 and takes effect on signature; the Government portal's digital signature on the published copy is dated 3 March 2026, and the Can Tho city legal-education portal gives 3 March 2026 as the signing date. The Plan also tasks the Ministry of Education and Training with a national AI workforce programme and the Ministry of Science and Technology with establishing the National AI Development Fund (2026-2027). Tasks since delivered include Decree 142/2026/NĐ-CP (30 Apr 2026), Circular 05/2026/TT-BKHCN issuing the national AI ethics framework (10 Mar 2026) and Decision 33/2026/QĐ-TTg listing high-risk AI systems (30 Jun 2026).

The OCR shows the title, Article 2 (effective on signing), the 'KT. THỦ TƯỚNG' signature block and the Plan's task list; the handwritten number and day come out garbled ('Số: 36 F/QD-TTg', 'ngày 28 tháng o2ndm 2026'; Plan header 'ngày #8 tháng 02 năm 2026'), so the day 28 rests on the decision's date line as read and on the 11 Oct 2026 reading. The number 367/QĐ-TTg and the signatory, Deputy Prime Minister Nguyễn Chí Dũng, are confirmed by the Can Tho article, which dates the signature 3 Mar 2026; the portal's digital signature on the PDF is dated 03.03.2026. Decision 804/QĐ-TTg on AI datasets (6 May 2026), given in the earlier notes from a news report, is not shown in a stored file and was moved to leads. The Vietnam Lawyers' newspaper (lsvn.vn) report of 4 Mar 2026 was read on 11 Oct 2026 but not stored; Decision 2835/QĐ-TTg and the delivery dates of VN-04 to VN-06 rest on those records.
