Summary
Circular of the Minister of Science and Technology issuing the national AI ethics framework. It applies to state management agencies and to organisations and individuals developing, providing, deploying or using AI systems for state management or public services; others are encouraged to apply it. Four principle groups: safety, reliability and no harm (safe design from the outset, pre-deployment testing, human control, protection against data and model poisoning); human and citizens' rights, fairness, transparency and non-discrimination; well-being, prosperity and sustainable development; innovation and social responsibility. Annexes add guidance per actor and a self-assessment form.

Issued and in force on 10 March 2026. Article 26 of the Law on Artificial Intelligence (No. 134/2025/QH15, VN-02) provides for the national AI ethics framework, and Decision 367/QĐ-TTg (VN-03) scheduled its adoption; the four principle groups follow Article 26(1) of the Law. The circular is mandatory only for AI used in state management and public services; other Vietnamese and foreign organisations and individuals are encouraged to apply it (Art. 1(3)). The Ministry of Science and Technology is to issue governance and compliance-assessment guidance and build a digital platform and automated tools for self-assessment, and the framework is reviewed every three years or after major technological, legal or management changes (Art. 5).

Its number and date fields are blank ('Số: /2026/TT-BKHCN'; in force 'ngày ... tháng 3 năm 2026'), so it may be the text as prepared for signature, although it carries the Minister's name (Nguyễn Mạnh Hùng). It confirms the title, legal basis, scope (Art. 1), definitions, the four principle groups (Art. 3), Art. 5 and both annexes, and dates the circular to March 2026. The number 05/2026/TT-BKHCN and the issue and effective date of 10 Mar 2026 come from the stored Can Tho legal-education portal page, which the archiver stored as a secondary source (it writes the number once as '05/2026/TT-BKCN').
