Prime Minister's decision under the Law on Artificial Intelligence issuing a list of 15 datasets for AI development in essential sectors, among them Vietnamese and ethnic-minority language data, legal texts, health, education, transport, maps and telecommunications (Annex I), and 39 priority data items (Annex II). Priority groups include data for Vietnamese large language models, computer vision, testing and evaluating AI systems, and AI safety and reliability evaluation: detecting false information, recognising AI-generated media, attack scenarios for testing AI safety and ethics, and malware detection. Data work must respect data, personal data, state secret and IP law.

Borderline scope Mainly a data-supply instrument for AI development; included because it implements the Law on Artificial Intelligence and names priority datasets for testing AI systems and for AI safety and reliability evaluation, including detection of AI-generated media.
Dated Hà Nội, 6 May 2026 and in force on signature (Art. 2); the Government portal's digital signature on the published copy is dated 8 May 2026. Issued on the basis of the Law on Organisation of the Government of 18 February 2025 and the Law on Artificial Intelligence of 10 December 2025 (VN-02), on the proposal of the Minister of Science and Technology. The Annex I datasets are to be built in 2026-2030, with priority for the Annex II items. The ministries and provinces assigned to each Annex I dataset plan, collect, quality-assure, label, annotate and standardise it and connect it to the national AI database; the Ministry of Public Security acts as focal point, monitors and reports on implementation, and periodically reviews the list and proposes amendments to the Prime Minister. Datasets IX (transport and urban), XIII (maps and national geospatial data) and XIV (telecommunications and digital infrastructure) are built in coordination with the Ministries of Public Security and National Defence. Decision 367/QĐ-TTg (VN-03) scheduled this list among the AI Law's implementing tasks.
