Summary

Draft Norwegian Act on artificial intelligence (KI-loven) under which the EU AI Act, Regulation (EU) 2024/1689, would apply as Norwegian law with the adaptations made in the EEA Agreement, plus national provisions. The Norwegian Communications Authority (Nkom) would be the coordinating market surveillance authority and national contact point, and Norsk akkreditering the accreditation body for conformity assessment bodies. Breaches could be sanctioned with administrative fines, which public authorities could also incur, and coercive fines; no criminal penalties are proposed. The ministry could set rules for AI regulatory sandboxes.

Status notes

The consultation ran from 30 Jun to 30 Sep 2025 and drew just under 150 responses. The consultation paper aimed for entry into force in late summer 2026, when most of the AI Act applies in the EU, on condition that the AI Act is incorporated into the EEA Agreement with the Storting's consent; it also proposed that Norway ratify the Council of Europe Framework Convention on AI. On 4 Aug 2026, after the EU adopted amendments to the AI Act in July 2026, the ministry announced a new consultation on the bill in autumn 2026 and aimed to put it to the Storting in spring 2027. At that date the AI Act had not been incorporated into the EEA Agreement and the necessary EEA adaptations were being negotiated.
