Summary

KI Norge is a national initiative within the Norwegian Digitalisation Agency (Digdir) that gives public and private organisations, especially small and medium-sized businesses, guidance on adopting AI in a safe, lawful and value-creating way, helping them understand the rules and find tools through ki.norge.no, with the aim of reducing risk. Together with the Norwegian Data Protection Authority (Datatilsynet) and the Norwegian Communications Authority (Nkom) it runs the national AI sandbox, where organisations can develop, test and deploy AI systems within safe limits before wider use.

Status notes

The ministry's allocation letter for 2026 to Digdir, dated 6 Feb 2026, made establishing KI Norge as a national arena for responsible and value-creating use of AI one of Digdir's main priorities for the year. It places the statutory AI regulatory sandbox under the AI Act in KI Norge, to be set up and run in formal cooperation between Digdir, Nkom and Datatilsynet, gives Digdir the task of a joint national portal for information and guidance on AI, and allocates NOK 10 million for KI Norge as a separate unit in Digdir, with a further NOK 4.8 million for the sandbox. The post of director was advertised on 11 Feb 2026, the appointment of Hans Christian Holte as director was announced on 7 May 2026, and KI Norge opened on 12 Jun 2026. The director is part of Digdir's top management group.

Stored and read: the Ministry of Digitalisation and Public Governance's press release of 12 Jun 2026 on the opening of KI Norge (regjeringen.no), which gives its mandate, its place within Digdir, its director and the national AI sandbox it runs with Datatilsynet and Nkom; the ministry's press release of 11 Feb 2026 advertising the director post (stored as the secondary source), which describes the mandate and the sandbox and lists the press release of 7 May 2026 on the director's appointment; and, stored in this run, the ministry's allocation letter for 2026 to the Norwegian Digitalisation Agency (Tildelingsbrev 2026 – Digitaliseringsdirektoratet, ref. 25/2333, 6 Feb 2026, regjeringen.no), the instruction that makes establishing KI Norge a task of Digdir, places the AI sandbox in it and funds it. The record is about KI Norge's opening on 12 Jun 2026, whose title and date rest on the press release, an announcement, so the level is B; the allocation letter confirms the issuing bodies, the mandate and the status as the instrument's own text. Both press releases state that they are not available in English, and no English version was found.
