Scope

Borderline scope Mainly a strategy for data, infrastructure, research, skills and adoption of AI, with its safety and risk-governance content in the chapter on trustworthy AI (ethical principles, privacy by design, security of AI systems, supervision); included as Norway's national AI strategy.

Status notes

Still Norway's national AI strategy, but due to be replaced. On 5 Oct 2026 the Ministry of Digitalisation and Public Governance (Minister Torgeir Micaelsen) announced work on a new national AI strategy, to be presented in the first half of 2027. The ministry said the 2020 strategy, presented under the Solberg government, predates the breakthrough of generative AI and language models, and that the new strategy will also set the direction for Norway's international cooperation on governing the most advanced AI models (frontier models). It is to build on the government's plan for Norway and the National Digitalisation Strategy of 2024.
