Summary
EU-style risk-based AI bill: unacceptable-risk systems (e.g., subliminal manipulation, categorisation using sensitive data, indiscriminate facial recognition) are banned; high-risk systems need risk management, technical documentation, human oversight, cybersecurity and post-deployment monitoring; limited-risk systems carry transparency duties; includes incident reporting.

Status notes
Executive bill (message) filed in the Chamber of Deputies on 7 May 2024 and merged on 29 May 2024 with motion 15869-19, which the Senate lists as the lead bulletin. The Chamber approved it in general on 4 Aug 2025 and in particular on 13 Oct 2025 and sent it to the Senate the same day; on 14 Oct 2025 the Senate referred it to its Committee on Future Challenges, Science, Technology and Innovation, which was still in the general study at its session of 13 Jul 2026. On 26 May 2026 the Minister of Science, Ximena Lincolao, gave the committee a proposal for a different framework built on six pillars, and the committee chair, Sen. Rojo Edwards, expected a substitute amendment shifting from review before marketing to review after it. The Senate's record shows no amendment filed up to its last entry, a renewal of simple urgency on 1 Sep 2026.

Recheck of 18 Oct 2026: the Chamber of Deputies' pages (camara.cl) refuse the archiver (HTTP 403, also in the browser). Stored instead: the Senate's public processing record for bulletin 16821-19 (XML from tramitacion.senado.cl, stored 17 Oct 2026), which gives the title, the filing on 7 May 2024 as an Executive message, the merger with 15869-19, the Chamber's votes of 4 Aug and 13 Oct 2025, the dispatch to the Senate on 13 Oct 2025, the current stage and every urgency up to 1 Sep 2026; the Senate committee's session page of 13 Jul 2026 (stored 11 Oct 2026); and a Radio Agricultura report of 26 May 2026 (radioagricultura.cl, a secondary source) on the minister's proposal and the expected substitute amendment, on which that sentence of the notes rests. The Senate record does not give the vote counts, so version 1's 63-47-6 and its list of articles the Chamber rejected (both from camara.cl news) were dropped. The summary still rests on camara.cl news coverage of the Chamber's text (4 Aug and 13 Oct 2025): the Senate's copy of the dispatched text (oficio No. 20843) is a .docx without a text layer, and no other copy is stored. No English version was found.
