Summary
Senate bill to regulate and promote AI systems through risk categorisation. Before being marketed or put into service, every AI system would undergo a preliminary evaluation by its provider to classify its risk; applications with excessive risk would be prohibited and high-risk applications subject to stricter controls. The bill sets transparency and bias-mitigation measures, additional measures for high-risk and government AI systems, and an algorithmic impact assessment procedure. Persons affected by AI systems would have rights to prior information, explanation, challenge of decisions with significant effects, human participation, non-discrimination and data protection.

Status notes
Presented by Sen. Basilio Núñez, President of Congress, with six other senators, and referred to the Senate's advisory committees on Constitutional Affairs; National Defence and Public Force; Legislation, Codification, Justice and Labour; Human Rights; Industry and Commerce; and Science, Technology, Innovation and Future. A co-sponsor, Sen. Natalicio Chase, dates the presentation to 5 May 2025 and describes the bill as based, like the EU's regulation, on risks and fundamental rights. Its explanatory statement reviews AI legislation in the European Union, China and the United States. A separate Chamber of Deputies bill on promoting AI for economic and social development is PY-02.

Recheck of 18 Oct 2026. CAUTION: the title, date, status and sponsors rest on secondary sources. Stored and read: Última Hora's report of 13 May 2025 on the bill's entry in the Senate (copy of 17 Oct 2026; the copy of 16 Oct 2026 has the same article), which quotes the title, names Sen. Basilio Núñez as the presenter, lists the committee referrals and quotes the bill's passages on risk categorisation and on the rights of affected persons; and La Nación's report of 15 May 2025 (copy of 17 Oct 2026), which names the seven sponsoring senators and quotes Sen. Chase that the bill was presented on 5 May 2025. The summary rests on the passages Última Hora quotes; the bill text was not read. The bill's file on the Congress's legislative information system (SILpy) cannot be stored because the site's robots.txt disallows automated downloads, so official_url and official_identifier stay null. Two Senate news pages on a committee hearing of June 2025 could not be stored (their site's robots.txt answered HTTP 503, which RFC 9309 treats as 'do not crawl'), so version 1's account of that hearing and the ICT ministry's position there stays out of the notes. The day of presentation comes only from a co-sponsor quoted in the press, so date_published keeps the month. No English translation was found.
