Summary

Unified bill for an organic law regulating and promoting AI in Ecuador, which the National Assembly's education and science committee built from initiatives filed in 2024. With the EU AI Act as one of its main sources, it provided for risk-based classification, prohibited practices, stronger duties for high-risk systems, transparency, labelling, human oversight, registration, impact assessments, sanctions and rules for generative and general-purpose AI, governed by the telecommunications ministry (MINTEL) as lead body, the data protection superintendency (SPDP) as supervisory authority and a National Council for Ethics and Algorithmic Governance. The Plenary archived it on 15 Sep 2026.

Status notes

The committee unified two initiatives: the bill of the same name filed by assembly member Silvia Patricia Núñez Ramos on 20 Jun 2024 (No. 450889), and the Bill for the Promotion and Development of Artificial Intelligence filed by assembly member Karina del Carmen Subía Dávalos on 30 Jul 2024. The Council of Legislative Administration authorised the unification on 6 Dec 2024, and on 16 Dec 2024 the committee chair reported the two bills unified for the first-debate report. On 1 Aug 2025 the committee also took up the Organic Bill on Digital Use and Artificial Intelligence for Children and Adolescents of former assembly member Pierina Correa Delgado; the report does not say that it was merged into the text. On 31 Aug 2026 the committee approved, by seven votes to three, a first-debate report recommending archiving. It found that the text lacked adaptive governance instruments (national guidelines, technical standards, sectoral regulations, codes of conduct, transparency standards, impact assessments for high-risk systems), would raise public spending contrary to Article 135 of the Constitution, risked early over-regulation, classified infringements as minor, serious and very serious but left the ranges and limits of sanctions to the regulation, and did not reflect ISO/IEC 42001:2023 or the Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law; it called first for strengthening the national AI strategy (EFIA-EC), the AI regulatory sandbox and governance mechanisms. The report's description of the text lists transparency and impact assessments among its contents, while its conclusions list transparency standards and impact assessments for high-risk systems among the instruments it lacks. On 15 Sep 2026 the Plenary, in first debate, approved the archiving motion of the committee chair, Rosa Cecilia Baltazar Yucailla, with 88 votes in favour, 60 against and one abstention of 149 members present.

Refresh of 18 Oct 2026 (second pass). Stored in this run from the National Assembly's document repository (repositorioctic.asambleanacional.gob.ec, the files its institutional archive links for Plenary session 123): the committee's first-debate report of 31 Aug 2026 (31 pages, text layer), which records the initiatives the unified text was built from, their unification, a description of the text and the recommendation to archive; and the minutes of the Plenary session of 15 Sep 2026 (Acta 123-AN-2025-2029, 124 pages, text layer with OCR artefacts in the page headers), which record the vote approving the archiving motion. Also stored: the institutional archive's catalogue entry for those minutes, and the Assembly's page for the Núñez initiative (450889), which gives its filing date of 20 Jun 2024; the archiver flagged that page because it names the Núñez initiative rather than the unified text, and it is the right page. The unified text itself was not stored: the report describes its content only in summary, so the summary rests on that description. The report becomes the official URL in place of the Assembly's news release of 15 Sep 2026, an announcement, which becomes the secondary URL. The releases of 15 Sep and 31 Aug 2026, stored again on 17 Oct 2026 with only layout changes, count as alt-official. The linked PDF stored on 12 Oct 2026 (document-1) is the Assembly's code of ethics for its media, unrelated to the bill. No English version was found.
