Summary
Framework law promoting the use of AI for economic and social development in a secure environment that guarantees its ethical, sustainable, transparent, replicable and responsible use. Its principles include risk-based safety standards, multi-stakeholder participation, ethical development and privacy. It makes the Presidency of the Council of Ministers, through its Secretariat of Government and Digital Transformation, the national technical-normative authority to direct, evaluate and supervise AI use; the authority reports to Congress every year and must immediately inform its Intelligence Committee of serious threats or breaches of national cybersecurity.

Approved by Congress on 13 Jun 2023, promulgated on 4 Jul 2023 and published in El Peruano on 5 Jul 2023. The law sets no date of its own for entry into force, so the date recorded is the day after publication, 6 Jul 2023, the Constitution's general rule for laws. Its single final complementary provision required the Executive to approve the regulation within 90 working days of entry into force; the regulation was approved by Supreme Decree No. 115-2025-PCM, signed on 8 Sep 2025 and published on 9 Sep 2025 (record PE-02). Congress's consolidated text shows no amendment of the law.
