Summary
Bill to regulate AI in Colombia and guarantee its ethical and responsible development. The text proposed for first debate bans social scoring by public authorities, real-time remote biometric identification for mass surveillance without judicial authorisation, harmful subliminal manipulation, biometric inference of sensitive traits, and systems that attack targets without a prior human decision. High-impact systems need risk management, impact assessment, human oversight and serious-incident reporting; chatbots must disclose themselves and deepfakes be labelled. It adds rights to explanation and human review, child protection, an Intersectoral AI Commission, sandboxes and fines.

Status notes
Filed in the House of Representatives on 21 Jul 2026 by members of the House and the Senate and published in Gaceta del Congreso No. 878 of 2026. It takes up the bill that the Ministry of Science, Technology and Innovation and the Ministry of ICT presented in the 2022-2026 term, PL 324/2025 Cámara – 043/2025 Senado, which was archived under Article 190 of Law 5 of 1992. The House's Sixth Committee designated rapporteurs on 29 Aug 2026 (one replaced on 3 Sep 2026) and held a technical roundtable on 15 Sep 2026. The first-debate report, posted in Sep 2026, proposes a rewritten text: it adds articles on synthetic-content labelling, the right to explanation and human review, and child protection, drops the filed text's National Advisory Council of AI Experts and makes a National AI Committee advisory to the Intersectoral AI Commission (the Ministry of Science, the Ministry of ICT and the Superintendence of Industry and Commerce acting jointly, without a new entity). Under the proposed Article 34 the prohibitions would apply from promulgation, the high-impact obligations 12 months later unless the Commission or the sectoral authority sets another period, and the other provisions later still (the text reads 'veinticuatro (18) meses', giving two different figures). Fines for the most serious infringements reach 3,000 monthly minimum wages or 150% of the economic benefit obtained.

Recheck of 18 Oct 2026: re-read the House of Representatives' first-debate report on PL 025/2026C, stored on 11 Oct 2026 from camara.gov.co and found unchanged by the archiver on 17 Oct 2026. It confirms the bill number and title, the filing on 21 Jul 2026, Gaceta del Congreso No. 878 of 2026, the rapporteur designations, the technical roundtable of 15 Sep 2026, the archiving of the predecessor bill under Article 190 of Law 5 of 1992, the comparison table with the filed text and the proposed text summarised here. The report states no date of its own; the month (Sep 2026) follows from the roundtable it reports and the PDF's upload folder (2026/09). The proposed text in the stored text layer breaks off in Article 34 on page 92 (page 93 has no text layer); the full Article 34 is quoted from the comparison table on page 64. Details of the predecessor bill that rested on sources not stored (its filing on 28 Jul 2025, a positive first-debate report in Dec 2025) were dropped from the notes. No first-debate vote appears in the stored file. No English version was found.
