Summary

Colombia's national AI policy, approved by CONPES and prepared by the National Planning Department with six ministries and the Presidency, sets more than 100 actions to 2030 under six axes. Four are enabling conditions: governance and ethical principles for responsible AI, infrastructure and data, research and innovation, and skills and talent. A cross-cutting axis on preventing and mitigating AI risks covers environmental impact, labour protection, mental-health effects and tools against deepfakes, false news and identity impersonation; the sixth promotes ethical adoption of AI in public bodies, businesses and the regions.

The Ministry of ICT, the Administrative Department of the Presidency, the Ministry of Science, Technology and Innovation and the National Planning Department lead its implementation, with the Planning Department coordinating. The governance axis provides for stakeholder participation in evaluating the policy, an expert advisory council and normative instruments to verify compliance with ethical principles for AI.
