Summary

A voluntary, ASEAN-endorsed guide for organisations that design, develop and deploy traditional AI in commercial and non-military or dual-use applications, aimed at alignment and interoperability across ASEAN. It sets seven guiding principles, including transparency and explainability, security and safety, human-centricity and accountability, and a governance framework: internal governance structures, risk impact assessments that set the level of human involvement (human-in-the-loop, over-the-loop or out-of-the-loop), operations management, and disclosure of AI use to stakeholders. It recommends national and regional measures, including an ASEAN Working Group on AI Governance.

Status notes

Endorsed at the 4th ASEAN Digital Ministers' Meeting (ADGMIN) in Singapore on 1-2 February 2024, which also welcomed the recommendation to set up a Working Group on AI Governance under ADGSOM, including initial work on generative AI. Adoption is voluntary; the guide does not replace or supersede existing or upcoming laws and is meant to be a living document reviewed by ASEAN sectoral bodies. Annex A gives an AI risk impact assessment template and Annex B six use cases. Supplemented by the Expanded ASEAN Guide on AI Governance and Ethics – Generative AI (ASEAN-02), a separate publication rather than a new version of this guide.
