Summary
Principles-based guide by Brunei's Authority for Info-communications Technology Industry (AITI), developed with an AI Governance and Ethics Working Group, for organisations that design, develop, deploy or use AI. It sets seven principles: transparency and explainability; data protection and data governance; security and safety; robustness and reliability; fairness and equity; human centricity; and accountability and integrity. Its governance framework covers people, process and technology: internal governance roles, risk impact assessments that set the level of human involvement, lifecycle risk management, testing, security safeguards and incident response plans.

Open question
checker: The guide's own PDF on aiti.gov.bn now backs the title, issuer and non-binding character (official); the date rests on the press release (alt-official), so level B. A Second Edition is listed on AITI's own site and may replace the stored edition, so the status 'current' and possibly the dat Issue #188
The record shows its last checked values until a maintainer decides; the decision is recorded in its history.
Status notes
AITI set up the AI Governance and Ethics Working Group in May 2024 with 25 members from government, industry and academia (the guide lists 24 member organisations) and released a public consultation paper on the draft guide on 9 July 2024, which drew feedback from 17 respondents. The guide describes itself as a baseline of considerations and safeguards that organisations in any sector may extend with sector-specific measures, and says it may be amended periodically with prior notice. Its principles align with the ASEAN Guide on AI Governance and Ethics, and it names ISO/IEC 42001:2023 and Singapore's AI Verify as examples of a management-system standard and a testing framework. The guide carries an AITI 2024 copyright line. AITI's AI governance page also lists a 'Second Edition' of the guide, without a date.

Verification
BAnother official source, such as an announcement by the issuer, confirms the title, date and status. checked 2026-10-18 · alternative-official-url-fetched
Refresh of 18 Oct 2026. official_url now points at the guide itself: the PDF served from AITI's guide-books page (39 pages; stored in this run as an official source, identical to the copy stored as the record's secondary source on 12 Oct 2026). It confirms the title, AITI and the working group as authors, the guide's non-binding character and that it may be amended with prior notice. AITI's press release of 11 April 2025 (aiti.gov.bn, in Malay and English; copy of 12 Oct 2026, unchanged on 18 Oct 2026), now the secondary_url, gives the release date and the Malay title. The guide itself gives no date other than a copyright line of 2024, so the date rests on the release, an announcement, and the record is level B. AITI's AI governance and ethics page (aiti.gov.bn, stored in this run) gives the working group's formation in May 2024 with 25 members, the consultation paper of 9 July 2024 with 17 responses, and download links for the guide and a 'Second Edition' shown only in a third-party flipbook viewer (flowpaper.com) that exposes no text, so its date and changes are unknown.
