Summary

Voluntary national guidelines from Malaysia's Ministry of Science, Technology and Innovation (MOSTI) that set seven AI principles: fairness; reliability, safety and control; privacy and security; inclusiveness; transparency; accountability; and the pursuit of human benefit and happiness. Separate parts guide AI end users, policymakers, and developers, designers and technology providers. They call for testing, certification and risk and impact assessments, human oversight (human-in-the-loop, on-the-loop and in-command), consumer rights to an explanation, human contact and redress, and a feasibility study for an independent national AI advisory agency.

Status notes

MOSTI's press release of 20 Sep 2024 says Deputy Prime Minister Fadillah Yusof launched the guidelines that day; the MASTIC publication page dates them September 2024. They were developed as an action plan of the National AI Roadmap 2021-2025 (AI-RMAP), with input from the working committee of the National Blockchain and Artificial Intelligence Committee (NBAIC), Universiti Teknologi Malaysia, industry and civil society. The guidelines call themselves a living document to be reviewed and updated regularly and say they will be made available in Malay and English. The National AI Action Plan 2026-2030 cites them as published by MOSTI in 2023. AI Malaysia's voluntary AI Code of Ethics (AICE) puts their seven principles into practice.

Refresh of 18 Oct 2026. Stored and read: the MASTIC (MOSTI) publication page (mastic.mosti.gov.my, copy of 18 Oct 2026; its text differs from the copy of 11 Oct 2026 only in the page's last-modified line), which gives the title, 'Sep 2024' and the type 'MOSTI Related Policies'; the guidelines PDF embedded in that page (140 pages, stored again in this run), which confirms the title, the publisher and the voluntary character and carries no date; MOSTI's Malay press release of 20 Sep 2024 on the launch (mosti.gov.my, stored again in this run); and AI Malaysia's AICE page (ai.gov.my, the secondary source). Because the guidelines carry no date and the issuer's publication page gives only the month, date_published is 2024-09 and the launch day from the press release is in the notes. The National AI Action Plan's citation of a 2023 publication rests on that plan's text (MY-03), not on a file of this record.
