Summary
Malaysia's five-year national AI plan (AI Nation 2030), issued by the Ministry of Digital with AI Malaysia (National AI Office) as secretariat. Its 'Trust via Responsible Governance' enablers propose a hybrid, risk-based framework with a central AI governance authority and a principles-based regulatory framework of definitions, risk tiers and obligations as the basis for future AI legislation; a national AI Trust Function to issue AI safety and security standards, oversee testing and certification, keep a public AI incident registry and lead the ASEAN AI Safety Network; board-level AI governance; and AI training before officials approve or oversee government AI systems.

Status notes
The Ministry of Digital's press statement of 28 Jul 2026 says the government introduced the plan that day, at the launch of AI Malaysia Berhad, which institutionalised the National AI Office set up on 12 Dec 2024. At the same launch it announced the Malaysia AI Safety Institute (Institut Keselamatan AI Malaysia), a role AI Malaysia is to carry out, and an AI Governance Bill (RUU Tadbir Urus AI) being drafted on a risk-based approach, open to public consultation and targeted for completion by the end of 2026. The plan is published in English and Malay and bears a 2026 copyright of the Ministry of Digital. Oversight lies with the National Digital Economy and 4IR Council (MED4IRN), chaired by the Prime Minister, with AI Malaysia as central secretariat. The plan builds on the National Guidelines on AI Governance and Ethics (AIGE), which it cites as published by MOSTI in 2023, and on the Data Sharing Act 2025 (Act 864). E14 proposes amendments to the Malaysian Code on Corporate Governance on board oversight and disclosure of AI.

Refresh of 18 Oct 2026. Stored in this run: the plan's English PDF (104 pages, from strapi.naio.okie.my, AI Malaysia's content server, which a maintainer recorded as an official host; identical to the copy stored on 11 Oct 2026), now the official_url; the plan's Malay PDF (same host), the source of original_title; and the Ministry of Digital's Malay press statement of 28 Jul 2026 (same host), now the secondary_url. Also stored: AI Malaysia's homepage (ai.gov.my, the previous official_url, copy of 18 Oct 2026), which links both PDFs. The plan states no date beyond its 2026 copyright, so date_published is 2026 and the day the plan was introduced, from the press statement, is in the notes. The file names of both PDFs refer to a version of 18 Aug 2026, three weeks after the launch, so the text read may be a revised edition of what was introduced on 28 Jul 2026. The stored English text is complete, including E11 to E14 and Part 5; E11 proposes a regulatory framework as the foundation for future AI legislation.
