Draft National Artificial Intelligence Strategy 2025–2030

Summary

Cambodia's draft national AI strategy, prepared by the Ministry of Post and Telecommunications and put to public consultation in June 2025. Of its six priorities and 41 measures, priority 5, 'ethical and responsible AI', takes a light-touch, step-by-step approach that starts with supply-side regulation and direct regulation of high-risk applications. It directs a National AI Governance Framework from national to enterprise level, risk assessments by sector and key institution, datasets for safety evaluation of AI models, rules against abuse of AI-generated content, and studies of a regulatory sandbox and an AI incident response mechanism.

MPTC drafted the strategy over more than a year with the support of UN-ESCAP, held two rounds of technical consultation with UN-ESCAP experts on 19 February and 18 March 2025 and a deep-dive workshop on 7-8 April 2025, and held 10 bilateral and multilateral consultations with ministries and institutions between 9 and 20 May 2025. MPTC's announcement, posted under 1 June 2025 on its English site, opened a public consultation until 20 June 2025 and planned a stakeholder meeting in the third week of June and a national workshop in the first week of July 2025. The draft dated June 2025 calls itself a living document; implementation would run through the Digital Government Committee and an inter-ministerial working group on AI, with annual action plans, achievement reports at the end of 2026 and 2028 and an evaluation by the end of 2030. It notes Cambodia's support for the UNESCO Recommendation on the Ethics of AI and its part in the ASEAN Working Group on AI Governance and the Hiroshima AI Process Friends Group. The OECD.AI Policy Navigator, updated by Cambodia's national contact point on 9 June 2026, still lists the strategy as proposed or under development.
