Summary

Supplements the ASEAN Guide on AI Governance and Ethics (2024) with policy recommendations on generative AI. It addresses six risks named in the 2024 Guide (mistakes and anthropomorphism; inaccurate responses and disinformation; deepfakes, impersonation and fraud; intellectual property infringement; privacy and confidentiality; embedded biases) and explores frontier and systemic risks of highly advanced models. Its recommendations cover accountability, data, trusted development and deployment, incident reporting, testing and assurance, security, content provenance, safety and alignment research, and AI for public good, for voluntary application by member states.

Status notes

Welcomed by the 5th ASEAN Digital Ministers' Meeting (ADGMIN) in Bangkok on 16-17 January 2025, which also welcomed the establishment of the Working Group on AI Governance (WG-AI). The guide was developed collaboratively by all ASEAN member states, which are recommended to apply its recommendations on a voluntary basis; nothing in it changes any party's legal obligations or rights. It supplements the ASEAN Guide on AI Governance and Ethics published in February 2024 (ASEAN-01), which covers traditional AI technologies, and illustrates its recommendations with four use cases (PhoGPT, Project Moonshot, ThaiLLM and Accenture's Responsible AI programme).

Refresh of 18 Oct 2026. Stored in this run: the guide itself (asean.org PDF, 52 pages), now the official URL, which confirms the title, the risks, the recommendation areas, the use cases and its voluntary application but carries no date of its own; and the endorsed Joint Media Statement of the 5th ASEAN Digital Ministers' Meeting (asean.org PDF), the ministers' formal record that they welcomed the guide at their meeting in Bangkok on 16-17 January 2025, which dates it to January 2025. The ASEAN Secretariat's publication page for the guide (rendered in a browser on 11 Oct 2026 and printed to PDF on 18 Oct 2026; the plain download fails with HTTP 307; its 'Year' field is empty), which gives the ASEAN Secretariat as author and publisher, becomes the secondary URL: it is a catalogue entry about the guide, not its text. No source gives the day of release, so date_published stays at the month.
