Summary

White House recommendations to Congress for a national AI policy framework, in seven parts. Congress should preempt unduly burdensome state AI laws and bar states from regulating AI development, while keeping states' general laws protecting children, preventing fraud and protecting consumers, their zoning of AI infrastructure and their own AI use. It proposes age assurance, parental tools and safeguards against sexual exploitation and self-harm on AI services likely used by minors, a federal framework against unauthorised AI digital replicas, and enough capacity in national security agencies to understand frontier model capabilities. It opposes a new federal AI rulemaking body.

Status notes

The White House announced the framework on 20 March 2026; the document itself is dated March 2026. The White House release of that day describes six key objectives and adds that the framework can succeed only if applied uniformly across the country, the subject of the document's seventh part on preempting state AI laws. Section 8 of EO 14365 (US-20) had called for a legislative recommendation preempting conflicting state AI laws, with carve-outs for child safety, AI compute and data centre infrastructure, and state procurement and use of AI. The recommendations ask Congress to build on the TAKE IT DOWN Act (US-14). The FTC's proposed policy statement of 1 July 2026 (US-24) cites the framework. The White House fact sheet on EO 14434 of 29 September 2026 (US-26) calls it a 'National Super Intelligence Policy Framework with legislative recommendations', following that order's renaming of AI as 'Super Intelligence'.

Refresh of 18 Oct 2026 under the rule that level A needs the instrument's own text or an official register. Re-read the framework's PDF on whitehouse.gov (stored 11 Oct 2026; the archiver found it unchanged on 18 Oct 2026). It confirms the title, the White House as issuer, 'MARCH 2026' on the cover, the seven parts and the recommendations in the summary. The document's own text gives only the month, so date_published is now 2026-03 instead of 2026-03-20; the PDF's file name on whitehouse.gov begins '03.20.26', but that is not part of the text. The day, 20 March 2026, is kept in the notes; it rests on the White House release of that day (whitehouse.gov/releases, stored on 17 Oct 2026 in run 2026-10-17-recheck-north-america-1), an announcement about the framework. The White House fact sheet of 29 Sep 2026, stored in the same run, supports the notes and shows the framework still cited.
Second check: Independent check by Claude Code (claude-sonnet-5-5), 2026-10-18: 5 field(s) supported.
