Summary
Bipartisan House bill on frontier AI models, trained with more than 10^26 operations. All frontier developers would publish transparency reports on new models and report critical safety incidents within 72 hours. Larger developers, tiered by revenue and AI spending, would also publish frontier AI frameworks, register, undergo annual independent audits and report catastrophic risk; the largest would retain a licensed independent verifier. A new Under Secretary of Commerce for AI Security would administer it, the Commerce Secretary could suspend models posing imminent catastrophic risk, and new state catastrophic-risk transparency, audit and incident-reporting rules would be preempted.

Status notes
Introduced on 23 Jul 2026 by Rep. Jay Obernolte with Reps. Lori Trahan, Scott Franklin, Scott Peters, Erin Houchin and Suhas Subramanyam; the bill text published with the announcement leaves the bill number and the committee blank. The sponsors say it was developed as part of their broader Great American AI Act framework. Large frontier developers have AI-related development expenditures of at least $1B and revenues above $50M; very large ones at least $10B and above $5B, measured over 36 months. Preemption (Sec. 9) is aimed at state frontier-safety statutes such as California SB 53, New York's RAISE Act and Illinois SB 315, and preserves generally applicable laws, use- and deployment-based rules for deployers and users, laws protecting minors, and state procurement and use rules. Civil penalties reach $1M per violation per day, and $10M per violation per day for emergency orders, whose wilful violation is criminal. Rules on minimum framework requirements, licensing of independent verification organisations and modification criteria are due within 180 days of enactment. On 1 Oct 2026 Reps. Obernolte and Trahan said the bill would build on the White House Accord that leading AI companies had signed and make it durable.

Verification
BAnother official source, such as an announcement by the issuer, confirms the title, date and status. checked 2026-10-18 · alternative-official-url-fetched
Refresh of 18 Oct 2026 under the rule that level A needs the instrument's own text or an official register. Re-read the files stored on 11 Oct 2026 on obernolte.house.gov (all found unchanged by the archiver on 18 Oct 2026): the sponsors' press release of 23 Jul 2026, the bill text linked from it (74 pages, headed '119TH CONGRESS 2D SESSION H. R. __' with the number and the committee left blank, stamped 22 Jul 2026 by the drafters) and the section-by-section summary. The bill text confirms the full title, the sponsor and that it is a bill, and the provisions in the summary; it does not give the introduction date. The introduction on 23 Jul 2026 and the five co-sponsors rest on the press release, an announcement, so the date counts as alt-official and the record is level B until the House's record of the bill is stored. The bill's congress.gov page was requested in this run but could not be stored on 18 Oct 2026 (HTTP 403, and the browser retry timed out), so the bill number, committee referral and later actions are still not in a stored source. official_url now points at the bill text and the press release becomes secondary_url; the section-by-section summary stays stored with the record. The release spells the sixth sponsor 'Subramanyan'; the record keeps 'Subramanyam'. The 1 Oct 2026 statement of Reps. Obernolte and Trahan is stored as US-27's source (archive/US-27/2026-10-11/secondary.html).
