Summary

Its safety and risk content: CAISI to evaluate frontier models for national-security risks such as cyber and CBRNE, and adversary AI systems for backdoors; a DARPA-led programme on interpretability, control and robustness; federal guidelines for AI evaluations; a DHS-led AI-ISAC and AI in incident-response playbooks; requiring federally funded research institutions to use nucleic acid synthesis providers that screen sequences and customers; and a deepfake forensic guideline.

Status notes

The White House announced the plan's release on 23 July 2025; the document itself is dated July 2025. The plan follows Executive Order 14179 (US-11), which directed the creation of an AI Action Plan. The announcement calls it 'Winning the AI Race: America's AI Action Plan' and counts over 90 federal policy actions. The plan is signed by Michael J. Kratsios (Assistant to the President for Science and Technology), David O. Sacks (Special Advisor for AI and Crypto) and Marco A. Rubio (Assistant to the President for National Security Affairs). It says AI-related federal funding should not go to states with burdensome AI regulations, but that the federal government should not interfere with states' rights to pass prudent laws that are not unduly restrictive to innovation, and it asks agencies to consider a state's AI regulatory climate in funding decisions; EO 14365 of December 2025 (US-20) later directed action against state AI laws. It asks NIST to revise the AI RMF (US-02) to remove references to misinformation, diversity, equity and inclusion, and climate change. CAISI's draft NIST AI 800-2 (US-21) answers the plan's call for evaluation guidelines. The White House fact sheet on EO 14434 of 29 September 2026 (US-26) still cites the plan and its more than 90 federal actions.

Refresh of 18 Oct 2026 under the rule that level A needs the instrument's own text or an official register. Re-read the plan's PDF on whitehouse.gov (stored 11 Oct 2026; the archiver found it unchanged on 18 Oct 2026). It confirms the title, the White House as issuer and the three signatories, 'JULY 2025' on the cover, and the recommended actions in the summary. The plan's own text gives only the month, so date_published is now 2025-07 instead of 2025-07-23. The release day, 23 July 2025, is kept in the notes; it rests on the White House announcement of that day (whitehouse.gov/articles, stored on 17 Oct 2026 in run 2026-10-17-recheck-north-america-1), which counts as an announcement, not as the plan's text. The count of more than 90 federal policy actions also comes from that announcement and from the White House fact sheet of 29 Sep 2026 stored in the same run; it is not in the plan.
