Summary

Roadmap presented by Ukraine's Ministry of Digital Transformation on 7 October 2023 to help companies prepare for a law modelled on the EU AI Act and to help citizens learn to protect themselves from AI risks. It takes a bottom-up approach: before a law is adopted, businesses receive tools to prepare for future requirements, namely voluntary codes of conduct on the ethical use of AI, a White Paper on the approach, terms and stages of regulation, and general and sector-specific recommendations. It seeks a balance between business interests and the protection of citizens' rights, and was drafted with the ministry's AI expert committee.

Status notes

Followed by the White Paper on AI regulation (UA-02). By 2026 the ministry reported 11 recommendations for safe work with algorithms in key sectors, a regulatory sandbox that received 90 applications in its first year, version 2.0 of its AI glossary (2026), and Ukraine's signature of the Bletchley Declaration and the Council of Europe Framework Convention on AI (COE-01). A joint working group on the legal regulation of AI has held its first meeting and is to draft, during 2026, an AI law that brings Ukraine's rules in line with the EU's.

Refresh of 18 Oct 2026. The record rests on two announcements: the Cabinet of Ministers portal's news item of 7 October 2023 on the roadmap's presentation (kmu.gov.ua; the item's text is the same in the copies of 11 and 17 Oct 2026, only the page around it changed) and the Ministry of Digital Transformation's news item on the planned AI law (thedigital.gov.ua, stored 11 Oct 2026; the page's metadata dates it 15 June 2026, a date its text does not show). They confirm the title, the date of presentation, the ministry as author, the expert committee, the bottom-up tools and the later instruments, as announcements do (level B). The roadmap itself is linked from the Cabinet item only through a URL shortener (cutt.ly) that leads to a PDF on cms.thedigital.gov.ua; the archiver could not store it on 17 or 18 Oct 2026 (the download timed out both times). No English version of the roadmap was found.
