Summary

Consultation document explaining Ukraine's two-stage, bottom-up approach to AI regulation. Stage one, planned for two to three years without mandatory rules, provides preparatory tools: a regulatory sandbox based on the EU AI Act, a methodology for assessing AI's impact on human rights, AI labelling tools, voluntary codes of conduct, general and sectoral recommendations (starting with media) and a responsible-AI web portal. Stage two is a law analogous to the EU AI Act, with an indicative timeline of a draft law in 2026–2027. Defence applications are excluded. The paper also proposes cooperation with large AI platforms and documents public concern about uncontrolled AI and manipulation.

Status notes

Presented by the Ministry of Digital Transformation on 26 June 2024 as a consultation version dated June 2024; comments were invited for three months from publication. The ministry describes it as analytical material, not a public-policy analytical document within the meaning of the Law on Law-making Activity. It was prepared with support from USAID's Cybersecurity for Critical Infrastructure in Ukraine Activity and the Digital Transformation Activity supported by USAID and UK Dev. It builds on the Roadmap for AI regulation developed by the ministry's Expert Committee on AI, and offers voluntary AI labelling of training data, algorithms and decision space through a web form. On 15 June 2026 the ministry reported the first meeting of a joint working group that is to draft a dedicated AI law aligned with EU rules during 2026.

Recheck of 17 Oct 2026: re-read the White Paper PDF stored from the ministry's file storage (storage.thedigital.gov.ua, 11 Oct 2026; unchanged on 17 Oct) and the ministry news item stored on 11 Oct 2026, and stored the Cabinet of Ministers' English news item of 26 June 2024 on the government portal (kmu.gov.ua). The PDF confirms the title, the June 2024 date, the consultation status and the three-month comment period, the ministry as author, the non-binding character, the two stages, the tools and the timeline chart; the Cabinet item confirms the presentation and availability on 26 June 2024 and the donor support. The ministry news item carries the date '15 чер.' without a year; the year 2026 follows from its content, which reports events of May 2026. The ministry's English translation of the White Paper could not be stored (its URL answered HTTP 404, and the copy linked from the Cabinet item on cms.thedigital.gov.ua timed out), so english_version is not recorded. Version 1's statement that no bill had been registered in the Verkhovna Rada rested on no stored file and was removed.
