Record SK-04 · Parlamentná tlač 1029 (IX. volebné obdobie)
Private members' bill against misuse of AI-generated synthetic content (deepfakes). It would give everyone a Civil Code right to protect their 'digital identity' (likeness, voice and other identifiable traits) from unauthorised use in synthetic content, lasting 50 years after death; make creating or spreading another's deepfake without consent a misdemeanour (fine up to EUR 250) and, if seriously harmful, a crime with up to two years' prison, more for sexual content, election interference or depictions of children; oblige hosting providers to take notices and remove manifestly illegal synthetic content within 24 hours (fines up to EUR 500,000); and add fast court interim measures.

Borderline scope Existing scope note kept.
Received by the National Council on 25 September 2025 from MPs František Mikloško and Igor Janckulík; the Speaker proposed the Constitutional Law Committee (lead) and the Committee for Human Rights and National Minorities. At its 49th session the National Council decided at first reading, by resolution no. 1407 of 14 April 2026 under § 73(4) of its Rules of Procedure, not to continue deliberating the bill, which ended its passage. The bill would have added § 11a to the Civil Code, § 49(1)(h) to the Misdemeanours Act, § 6 to the Electronic Commerce Act, § 374a to the Criminal Code (one to five years' imprisonment for substantial damage, a sexual motive or pornographic form, or intent to influence elections, a referendum or the integrity of public debate; three to eight years for synthetic content depicting a child or a person appearing to be a child), § 325a to the Civil Contentious Procedure Code and § 118a to the Copyright Act, under which realistic digitally generated imitations of a performance or of any person's appearance or voice could not be made public without consent, except clearly and permanently labelled fiction used for parody, satire, art or science. It proposed entry into force on 1 January 2026. The explanatory memorandum cites Denmark's proposed copyright amendment as its model and presents the bill as supplementing the transparency obligations for deepfakes in Article 50 of the AI Act and the Digital Services Act.
