Summary
Bars any person from providing, advertising or offering therapy or psychotherapy services to the public, including through Internet-based artificial intelligence, unless a licensed professional provides them; a violation is an unfair trade practice. Licensed mental-health professionals may use AI only for administrative and supplementary support and keep full responsibility for it; supplementary use requires written notice to the client and the client's consent, and AI may not make independent therapeutic decisions, interact therapeutically with clients or generate treatment plans without the licensee's review. Boards discipline violations and adopt rules; IRB-approved research is exempt.

Status notes
Signed on 13 April 2026 as Public Law 2025, chapter 687, as amended by committee amendment C-A (H-980). Section 1 adds 10 M.R.S. §1500-EE; sections 2 to 8 add the same rules on AI support to licensing laws in Title 32 (§§2113, 2600-G, 3300-J, 3820-A, 6207-D, 7009 and 13870). Under those sections a licensee may not deny services to a client who refuses consent to AI use, a client's waiver is void, clients keep their right to sue for harm attributable to AI use, and the boards' implementing rules are major substantive rules. As a non-emergency law of the Second Regular Session of the 132nd Legislature, which adjourned sine die on 29 April 2026, it took effect on the session's general effective date, 29 July 2026.

Recheck of 18 Oct 2026: re-read the Maine Legislature's status page for LD 2082 (stored 11 Oct 2026, unchanged on 17 Oct 2026), the chaptered law PDF of chapter 687 (stored as the secondary source, from legislature.maine.gov, 22 pages) and the two fiscal notes. The status page confirms the title, enactment and the Governor's signature on 13 Apr 2026, chapter 687, committee amendment C-A (H-980) and the eight sections enacted; the chapter PDF confirms the full text, including the Title 32 sections the earlier summary left out, and the approval on 13 Apr 2026. The Legislative Digest of Bills and Summaries of Enacted Laws for the Second Regular Session (Office of Policy and Legal Analysis, May 2026, legislature.maine.gov/doc/12558, stored in this run, 374 pages) gives 29 Apr 2026 as the sine die adjournment and 29 Jul 2026 as the effective date of non-emergency legislation, and its enacted law summary of LD 2082 names no emergency effective date and confirms the Title 32 provisions, the licensing boards' rules and the right to civil action. The Governor's name was removed from issuing_body because no stored file names the Governor.
