Status notes
Dated 2026 on its cover (39 pages); NIA's notice of 22 January 2026, the day the Act entered into force, distributed it with the other AI Basic Act guidelines. The assessment is an obligation of effort, which the guideline recommends rather than requires; details may be set by Presidential Decree (Article 35(3)), and Article 28 of the draft Enforcement Decree lists seven elements an assessment must contain, from identifying affected people and rights to an improvement plan. For products and services already offered before the Act took effect, the guideline recommends that operators decide for themselves whether to carry out an assessment. Results of other assessments, including the EU AI Act's fundamental rights impact assessment (Article 27) and assessments under ISO/IEC 42001 and 42005, may be drawn on. The Korea Information Society Development Institute (KISDI) is named as the dedicated agency supporting assessments. The guideline draws on the EU AI Act, the General-Purpose AI Code of Practice and UNESCO's Ethical Impact Assessment, and is to be updated once international standards are finalised.

Refresh of 18 Oct 2026 under the rule that level A needs the instrument's own text or an official register. Stored and read: NIA's copy of the guideline (nia.or.kr, PDF, 39 pages, stored 12 Oct 2026 and unchanged when the archiver checked it on 18 Oct 2026; the cover shows the year 2026 and, as an image, the logos of MSIT and KISDI) and NIA's notice of 22 January 2026 listing the guideline files (the record's secondary source, copy of 18 Oct 2026, which differs from the copy of 14 Oct 2026 only in the view count). The guideline confirms the title, the year 2026, the text of Article 35, the three-stage structure, the annexes, the draft decree article and KISDI's support role. It gives only the year, so date_published is 2026; the day, 22 January 2026, rests on NIA's notice (its date and the file name 260122), an announcement, and is in the notes. The notice also confirms NIA's distribution and that the posted files are the current versions.
