Summary

Statutory AI plan under Article 18 of the AI Act. The current second plan rests on promoting innovation while mitigating risks and has a pillar on leading AI governance ('Enhance AI Trustworthiness'). It calls for strengthening AISI's capacity for technical evaluation of AI models, traceability, technical controls such as guardrails and crisis-time information sharing, and for feeding evaluation results into rules and guidelines. It also covers continuous review of the AI Act, rules for AI agents in public administration that protect citizens' rights, AI cyber-defence, allocating responsibility for harm from agentic AI and the AISI international network.

Status notes

The Cabinet first decided the AI Basic Plan on 23 Dec 2025. The current text is the plan's second term (第Ⅱ期計画), decided by the Cabinet on 14 Jul 2026; the Cabinet Office lists the 2025 plan under past plans. The AI Strategic Headquarters, headed by the Prime Minister with all Cabinet ministers as members, follows up the plan, sets benchmarks and monitors progress. The plan is to be reviewed and changed as needed and, for the time being, every year (当面は毎年変更を行う); the government's provisional English translation renders this as 'in principle annually'. The plan's subtitle, ～日本ＡＸ、より強く、より豊かに～, is rendered in that translation as 'Japan AI Transformation; A Stronger Nation. Greater Prosperity.'
