Summary

Guideline under Article 13 of the AI Act to encourage voluntary and proactive efforts by all actors toward trustworthy AI, in keeping with international norms. Its policies are a risk-based approach, active stakeholder involvement, life-cycle AI governance and agile response. R&D institutions and utilization business operators are to build AI governance across the life cycle, ensure transparency, counter risks of misuse for crime, curb hallucinations and disinformation including deepfakes, and work to develop technology to identify AI-generated content. The State is to fulfil accountability when using AI and appoint AI governance officers in ministries; citizens are to use AI responsibly.

The Cabinet Office page on the guideline also lists the ministries' guidelines on AI, among them the AI Guidelines for Business (revised March 2026), and related international norms such as the Hiroshima Process International Guiding Principles and ISO/IEC 42001.
