Summary
Government-wide rules, decided by the executive board of the Council for the Promotion of a Digital Society, for procuring and using generative AI in government information systems, to promote its use and manage its risks together. They cover, in principle, generative AI taking text and audio input and producing text, images or audio; systems such as AI agents fall only under the governance framework. Each ministry appoints a Chief AI Officer (CAIO), who with planners classifies the risk of each use case, using a high-risk AI project finder, and reports likely high-risk uses to the Advanced AI Utilization Advisory Board. Rules cover planning, procurement, development, operation and use.

Status notes
A normative document of the Digital Society Promotion Standard Guidelines that ministries must follow; the Digital Agency prepared it with METI, MIC and others. The first edition of 27 May 2025 covered text-generating AI, applied in full to systems procured or used from fiscal year 2026 (令和8年度) and replaced the government's agreement on the business use of generative AI such as ChatGPT (version 2.1). Version 2.0, decided on 12 June 2026, came into effect on 1 September 2026, with the CAIO measures to be set by 30 June 2026 and the wider scope of the governance framework applying from 1 July 2026. It widened the generative AI covered, revised the high-risk criteria, referred to the AI Promotion Act, the AI Basic Plan and the Guideline for Ensuring the Appropriateness of Research & Development and Utilization of AI-Related Technology, and added measures for AI agents that users create, major model updates and intellectual property. Systems handling specially designated secrets or security-sensitive information are excluded; independent administrative agencies and designated corporations are expected to follow it.

Recheck of 18 Oct 2026. Stored and read: the Digital Agency's news page on version 2.0 (digital.go.jp, 公開日 2026年6月12日; copy of 18 Oct 2026), which reports the executive board's decision of 12 June 2026 and links the documents; the Digital Society Promotion Standard Guidelines page (copy of 18 Oct 2026), whose DS-920 entry gives 策定日または最終改定日:2026年6月12日 and Normative; the Japanese text of version 2.0 (64 pages, 2026 年(令和8年)6 月 12 日, デジタル社会推進会議幹事会決定, with revision history and supplementary provisions) and the Digital Agency's English provisional translation of it ('June 12, 2026'); and the news page on the first decision of 27 May 2025, which now says it does not show the latest version, with the Japanese first edition and its English provisional translation. They confirm the title, the Japanese title, the issuer, the identifier, the dates, the normative status, the effective date of 1 September 2026 and the content; the summary is checked against the Japanese text of version 2.0, with terms as the government's translation renders them. official_url now points to the news page on version 2.0, because the page on the first decision says it is not the latest version. The archiver also stored, from the standard guidelines page, an unrelated Digital Agency checklist on public relations.
