Summary
Two J-AISI documents giving private businesses standard practical guidance for appointing and running a Chief AI Officer (CAIO), to balance value creation from AI with responsible use (risk reduction and regulatory compliance): the Chief AI Officer Guidebook, for the CAIO and whoever appoints one, and the Practical Manual for Establishing a Chief AI Officer and Implementing AI Governance, for CAIO staff, executives and legal, compliance, IT, data and HR functions. They cover organisational design, AI risk management structures, assessment and escalation of high-risk cases, authority to halt deployment, incident response, oversight, talent and procurement across the AI lifecycle.

Status notes
Both documents are version 1.00, dated 1 Mar 2026 on their covers and issued by the J-AISI secretariat; J-AISI's list of Framework outputs dates their release 17 Mar 2026, and drafts of both were posted on 5 Feb 2026. The guidebook states that it has no legally binding force and is to be revised as a living document. It notes that Japan's national administrative organs must establish a CAIO under the guideline adopted pursuant to Article 13 of the AI Act and under the Digital Agency's guideline on the procurement and use of generative AI in government, and points to ISO/IEC 42001 certification as an option. J-AISI publishes both documents in Japanese and in English.

Recheck of 18 Oct 2026. Stored and read: J-AISI's bilingual release page on aisi.go.jp (copy of 14 Oct 2026, re-checked unchanged on 18 Oct 2026); the Japanese originals of the Chief AI Officer Guidebook (15 pages) and of the Practical Manual (78 pages), both version 1.00 dated 2026年3月1日 and issued by the AISI secretariat (AI セーフティ・インスティテュート (AISI) 事務局), stored 18 Oct 2026; J-AISI's English versions (19 and 99 pages), headed 'Please refer to the original text for accuracy'; and J-AISI's lists of Framework and Information outputs (18 Oct 2026). They confirm the title, the original title, the issuer, the document date of 1 March 2026, the release on 17 March 2026, the drafts of 5 February 2026, the non-binding character and the content; the summary was checked against the Japanese originals. The English PDFs stored again on 18 Oct 2026 have the same SHA-256 hashes as the copies of 14 Oct 2026 but were filed under swapped role keys, so the 'source changed' flag reflects the order of the files, not new content. date_published follows the date on the documents; the release date is in notes.
