Record G7-03
Framework endorsed by the G7 Digital and Tech Ministers as the outcome of the Hiroshima AI Process under Japan's 2023 presidency, described as the first successful international framework of guiding principles and a code of conduct for advanced AI. Its four elements are the OECD report towards a G7 common understanding on generative AI, the Guiding Principles extended to all AI actors with a 12th principle on responsible use, digital literacy and sharing information on emerging risks, the Code of Conduct for organisations developing advanced AI systems, and project-based cooperation on content authentication, labelling of AI-generated content and countering disinformation.
Agreed at a virtual meeting of the G7 Digital & Tech Ministers on 1 Dec 2023, with a work plan for 2024 under the Italian presidency that includes developing monitoring tools to help organisations stay accountable for applying the Code of Conduct; G7 Leaders endorsed the framework and the work plan in their statement of 6 Dec 2023. The framework states that users of open-sourced advanced AI are not exempt from the relevant principles. Later G7 texts that continue the Hiroshima AI Process include the Italian presidency's ministerial declaration with an annex on advancing its outcomes (15 Mar 2024), the Canadian presidency's industry, digital and technology ministerial declaration (Dec 2025) and the French presidency's ministerial declaration of May 2026 (G7-04). The HAIP Friends Group adopted an action plan in March 2026 (INT-20), and the OECD runs the HAIP Reporting Framework (OECD-02).
