Summary

The digital-cooperation annex (annex I) of the Pact for the Future. Its fifth objective, international governance of artificial intelligence for the benefit of humanity, calls for a balanced, inclusive and risk-based approach and for transparency, accountability and robust human oversight of AI systems. Member States commit to establish within the UN an Independent International Scientific Panel on AI, for evidence-based impact, risk and opportunity assessments, and to initiate a Global Dialogue on AI Governance. Standards bodies are asked for interoperable AI standards that uphold safety, reliability and human rights, and AI capacity-building in developing countries is to be supported.

Status notes

Adopted at the Summit of the Future on 22 September 2024. Resolution 79/1 contains the Pact for the Future with two annexes, the Global Digital Compact (annex I) and the Declaration on Future Generations; the Compact's text was circulated before adoption as part of draft A/79/L.2. The terms of reference of the Scientific Panel and the Global Dialogue that the Compact committed to were set by General Assembly resolution 79/325 of 26 August 2025 (UN-07). The Compact provides for a high-level review during the General Assembly's 82nd session.
