Summary

Identifies gaps in representation, coordination and implementation in global AI governance and makes seven recommendations. These are an international scientific panel on AI, a policy dialogue on AI governance (including discussion of significant AI incidents), an AI standards exchange, a capacity development network, a global fund for AI, a global AI data framework, and an AI office in the UN Secretariat. It stops short, for now, of proposing an international AI agency.

Status notes

The Advisory Body was convened by the UN Secretary-General and formed in October 2023; its members took part in their personal capacity, and the report represents a majority consensus of them. Its terms of reference asked for a first report by 31 December 2023 and a second by 31 August 2024; this final report is the second. Recommendations 1 and 2, an international scientific panel on AI and a policy dialogue on AI governance, were taken up in the Global Digital Compact (UN-05) and established, as the Independent International Scientific Panel on AI and the Global Dialogue on AI Governance, by General Assembly resolution 79/325 of 26 August 2025 (UN-07).

Stored: the final report itself (un.org PDF, 101 pages). It gives the title, 'September 2024' on its cover (no day), the Advisory Body's formation in October 2023, its terms of reference (Annex B: convened by the Secretary-General) and the seven recommendations quoted in the summary. The report gives only the month of publication, so date_published stays 2024-09. The sentence in the notes on the later panel and dialogue rests on records UN-05 and UN-07 and on the Scientific Panel's FAQ page, requested in extra_urls.
