Summary

A General Assembly resolution of 1 July 2024 on enhancing international cooperation on capacity-building in artificial intelligence. With resolution 78/265 on safe, secure and trustworthy AI, it is one of the two resolutions on AI that the Assembly adopted in 2024; the Secretary-General's High-level Advisory Body on AI read the two as acknowledgement among leading AI nations that representation gaps in international AI governance need to be addressed.

Safety topics

international cooperation

Scope

Borderline scope Capacity-building resolution with limited safety content: AI appears in the title and the register's safety topic is international cooperation. Version 1 already carried it without a note; the precedents (an instrument with AI in the title whose content is mainly about something else) call for a scope_note.

Status notes

Adopted on 1 July 2024. It and resolution 78/265 (UN-02) are recalled in resolution 79/325 of 26 August 2025 (UN-07), which establishes the Independent International Scientific Panel on AI and the Global Dialogue on AI Governance and lists AI capacity gaps among the Dialogue's topics.

The instrument's own official text, or an official register, was stored and confirms the title, date and status. checked 2026-10-17 · official-url-fetched
The resolution's own text could not be stored: the UN Digital Library record (official_url) returns a bot-check page, documents.un.org is closed to automated downloads by robots.txt, and the press.un.org meeting coverage requested in this run returned a JavaScript 'Client Challenge' page also in a browser. Stored in this run: A/RES/79/325 (un.org PDF), which recalls '78/311 of 1 July 2024', and the High-level Advisory Body's final report (un.org PDF), which gives the title with '(78/311)' and its reading of the two 2024 resolutions (paragraph 70). No stored file describes the resolution's operative content, so the summary is limited to what these files show; version 1's 'China-led', its account of the content, the evaluative sentence, the 97th plenary meeting, the document date of 5 July 2024 and the Group of Friends were removed.
Second check: Independent check by Claude Code (claude-sonnet-5-5), 2026-10-17: 6 field(s) supported, fixes applied to scope_note.
