Summary

Statement adopted with the final declaration of the 17th BRICS Summit in Rio de Janeiro. It sets guidelines for AI in the non-military domain: the United Nations at the core of global AI governance, digital sovereignty and each country's right to its own regulatory framework, fair competition, data governance, fair access to AI technology and critical components, copyright protection with transparency over model inputs and outputs, open-source development and inclusive standard-setting. It calls for human oversight, bias mitigation and action against realistic fake content, commits to addressing immediate and long-term risks and malicious use, and calls for a 'prudent approach' to AGI.

Status notes

Adopted on 6 July 2025; the Kremlin's summit readout lists it with the final Declaration and the Leaders' Framework Declaration on Climate Finance as the documents adopted after the summit. The statement says the guidelines 'strictly refer to the use of AI in the non-military domain' and that BRICS 'will remain open to revisiting them', welcoming contributions from other developing countries. It calls for operationalising the UN Global Dialogue on AI Governance and the International Independent Scientific Panel on AI. The 2026 New Delhi Declaration (BRICS-02, paragraph 81) commits members to implement it. China's Foreign Ministry published a Chinese text on 9 July 2025.

Stored: the Kremlin's readout of the plenary session of the 17th BRICS Summit (6 July 2025, en.kremlin.ru), which names the statement among the documents adopted after the summit; the statement's English text (7 pages) on the Kremlin's file server static.kremlin.ru, linked as 'Statement' from that readout; and the Chinese Foreign Ministry's Chinese text (mfa.gov.cn, posted 9 July 2025). static.kremlin.ru is not yet listed as an official host, so the English text counts as secondary evidence until a person records it. The Brazilian chairship's own copy (brics.br) fails DNS lookup and the Brazilian Foreign Ministry's press note on gov.br answers with a human-verification page, so the Portuguese title in original_title and the existence of a Portuguese version rest on no stored file.
