Summary

Policy guide setting the architecture of Egypt's National AI Governance Framework, authorised for release in March 2026. Under a 'State as Orchestrator' model, the National Council sets policy and sectoral regulators enforce it. AI systems fall into four tiers: prohibited (e.g. social profiling, exploitation of children, manipulative interference); high-risk (e.g. critical infrastructure, biometrics), needing a 'Dual-Check' of an ethical impact assessment and a technical audit before market entry, then monitoring and serious-incident reporting; limited-risk (chatbots, deepfakes), with disclosure and labelling; and minimal-risk. General-purpose AI with systemic risk counts as high-risk.

Status notes

Edition 2.0, 'Approved for Publication': the guide's version history runs from a first draft in August 2025 and a version 1.0 for public consultation in January 2026 to its authorisation for release by the Minister of Communications and Information Technology, as chairman of the Council, on 15 March 2026. Its Phase 1 agenda includes risk classification guidelines, guidelines on children's safe use of AI and on generative AI, government AI procurement guidelines and an AI audit lab and regulatory sandbox; mandatory conformity assessments for high-risk sectors follow in months 12 to 24, and the framework is to inform the drafting of an Egyptian AI law. The companion 'Egypt National Guidelines for Trustworthy and Responsible AI' (Edition 2.0, document EG-NCAI-GOV-FW-2026-03, authorised 25 March 2026; secondary_url) is Product 1 of the framework and its operational manual, built on institutional governance, AI life-cycle governance, stakeholder engagement, and society and sustainability.

Recheck of 18 Oct 2026. Stored: the guide PDF (32 pages) and the Trustworthy and Responsible AI guidelines PDF (80 pages), both from ai.gov.eg, stored 11 Oct 2026 and unchanged when rechecked on 18 Oct 2026. They confirm the titles, the Council as owner and ECRAI as preparer, the document IDs, editions and authorisation dates (15 and 25 March 2026), the four risk tiers and the Dual-Check model. official_identifier now holds the document ID alone; the edition is in notes. Digital Policy Alert reports the public release of the guide and its companion guidelines on 14 March 2026, a day before the authorisation date the guide gives; MCIT's own pages cannot be stored (mcit.gov.eg's robots.txt answers HTTP 500, which the archiver treats as a refusal).
