Summary
Egypt's first national interpretation of international guidance on ethical and responsible AI, issued by the National Council for AI as version 1.0 in 2023. It has 13 general guidelines for all members of the AI ecosystem and 16 implementation guidelines for entities developing, deploying or managing AI, each tagged with one of five principles. They include the right to know when one is interacting with an AI system, final human determination, systematic AI risk management across the development life cycle, impact assessments before all government AI projects and MCIT supervision of them, and testing of foreign AI products before they enter the Egyptian market.

Status notes
Labelled version 1.0 (2023). The five principles are human-centeredness, transparency and explainability, fairness, accountability, and security and safety. The charter is to be reviewed annually, with a public consultation before each revision, and draws on guidelines of the OECD, UNESCO, WHO, IEEE and the EU and of several countries. The 2026 Guide to Egypt's National AI Governance Framework (EG-02) operationalises its principles, and the second National AI Strategy (EG-04) plans detailed guidelines for it.

Recheck of 18 Oct 2026. Stored: the charter PDF (version 1.0, 8 pages) from the Council's site ai.gov.eg, stored 11 Oct 2026 and unchanged when rechecked on 18 Oct 2026. It confirms the title, the issuer ('© National Council for AI'), the year and version ('2023 v1.0'), the 13 general and 16 implementation guidelines, the five principle tags and the annual review. It gives no day or month of issue: the published month, April 2023, rests on MCIT's press release of 20 April 2023, which reports the launch at the Council's seventh meeting and cannot be stored (mcit.gov.eg's robots.txt answers HTTP 500, which the archiver treats as a refusal), a policy tracker gives 19 April 2023, and OECD.AI gives only the start year 2023. That the Council is chaired by the Minister of Communications and Information Technology is not in the stored charter and was taken out of issuing_body. The charter was first published on aicm.ai.gov.eg, which now serves an expired certificate. An Arabic text of the charter exists (a university-hosted copy appeared in search results); the Council's own Arabic file was not found or stored.
