Summary

Guidelines for the safe, responsible and trustworthy development, deployment and use of generative AI across Egypt's public and private sectors, academia and society, developed under MCIT and approved by the National Council. They address misinformation and deepfakes, hallucinations, bias, privacy, intellectual property and accountability, and expect human validation of outputs, disclosure of AI-generated content by labels or provenance mechanisms such as metadata and watermarking, consent for use of a person's likeness or voice, limits on deepfakes in elections and news, and, for agentic AI, human approval of irreversible or high-risk actions and emergency pause, override and shutdown.

Status notes

Version 1.0, dated March 2026. Besides general guidelines for trustworthy use, it has sections on agentic AI, on deepfakes and lip-sync, which it describes, following international practice, as a high-risk enabling capability, on generative AI in education and scientific research, and on disclosure of generative AI use, with disclosure templates. The guidelines state that they were drafted with the help of generative AI tools and that human authors reviewed and verified all AI-generated text. The Guide to Egypt's National AI Governance Framework (EG-02) lists generative AI guidelines for government and individuals in its Phase 1 agenda.

Recheck of 18 Oct 2026. Stored: the guidelines PDF (52 pages) from ai.gov.eg, stored 11 Oct 2026 and unchanged when rechecked on 18 Oct 2026. It confirms the title, version 1.0, March 2026, development under MCIT with ECRAI, the National Council's approval and the content of the summary. It gives no day; Digital Policy Alert gives 14 March 2026 as the release date, and MCIT's AI page, which lists the guidelines, cannot be stored (mcit.gov.eg's robots.txt answers HTTP 500, which the archiver treats as a refusal).
