Summary

Voluntary governance framework from Thailand's AI Governance Center for organisations adopting AI. It links the national AI strategy, the six Thai AI ethics principles (transparency and accountability, law and ethics, competitiveness and sustainability, reliability, fairness, security and privacy) and practical toolkits. Three components: an AI governance structure (governance council, roles, competency building), AI strategy (responsible-AI strategy and risk management referencing NIST and ISO standards and human-in/over/out-of-the-loop choices) and AI operation (lifecycle controls from design to retirement, user information and feedback). Toolkits cover readiness and risk assessment.

Status notes

Listed under 2023 among the recommendations and reports of ETDA's AI Governance Center. The English document is an 18-slide presentation developed by the AIGC team; its cover spells the title 'Guideline for Executive' (singular), while a slide inside reads 'AI Governance Guideline for Executives'. It names ISO/IEC 23894:2023 and the NIST AI Risk Management Framework (AI RMF 1.0) as international frameworks organisations can adapt, and bases the choice of human involvement on the level of risk, the severity of potential harm, whether impacts can be remedied and whether human intervention is feasible. Its toolkits are an AI Readiness Assessment, an AI Use Case Canvas and a Risk Assessment.

Recheck of 18 Oct 2026. Stored and read: the research and recommendations page of ETDA's AI Governance Center (etda.or.th, copy of 11 Oct 2026, unchanged when the archiver checked it on 18 Oct 2026), which lists 'Thailand’s AI Governance Guideline for Executive' under 2023, and the guideline's English PDF from the same site (18 slides, stored as the record's secondary source), which gives the title, the AIGC authorship, the three-component framework and its toolkits. No publication day is given; the year comes from the page listing. Neither file gives the Thai title in original_title, a Thai text of the guideline, or the Ministry of Digital Economy and Society as issuer, so issuing_body now names AIGC and ETDA only. Version 1's notes on the 2024 Generative AI guideline, the September 2025 request for Cabinet endorsement, the center's new name (AIGPC) and a 2027 sandbox rested on press and Digital Policy Alert, not on stored files, and were removed.
Second check: Independent check by Claude Code (claude-sonnet-5-5), 2026-10-18: 7 field(s) supported.
