Summary
Thailand's AI ethics principles and guidelines, prepared under the Ministry of Digital Economy and Society. They guide AI researchers, designers, developers and service providers in their work, let service recipients know their rights and the risks of AI services, and give state agencies and AI regulators a basis for promoting, supporting and supervising AI, so AI is reliable and secure and benefits people, society and the environment with transparency, inclusiveness and fairness, in line with law, ethics and human rights. After reviewing foreign and corporate frameworks, it sets six principles with guidance under each for state agencies and regulators, developers and providers, and users.

Open question
checker: Summary matches the Thai text (own translations in summary_claims). Three field problems. (1) original_title was a constructed Thai phrase, not a printed title; fixed to the English title as printed. (2) The notes' dating inference 'not earlier than 2020' is unsupported; a corrected notes t Issue #17

Status notes
The 46-page document hosted by ETDA is undated. Its cover title is in English only; in its Thai text the document calls itself 'เอกสารหลักการและแนวทางจริยธรรมปัญญาประดิษฐ์' (AI ethics principles and guidelines document). The most recent sources it cites date from 2019, and it refers to the Ministry's strategy for B.E. 2563-2567 (2020-2024). Its six principles are Competitiveness and Sustainability Development; Laws, Ethics and International Standards; Transparency and Accountability; Security and Privacy; Fairness; and Reliability. They were later carried into ETDA's 2023 AI Governance Guideline for Executives. Its review covers OECD, Council of Europe, European Commission, Smart Dubai, Singapore PDPC, Microsoft and Beijing AI principles. The guideline has no enforcement mechanism; Thailand's binding AI framework is still at the stage of the 2026 draft Act on Artificial Intelligence.

Stored: the 46-page PDF hosted on the website of ETDA, a government agency under the Ministry of Digital Economy and Society, read through its text layer (the layer splits the Thai vowel sara am and garbles the headings, and quotes keep these artifacts). It confirms the English title in the running header, the Thai self-designation, the purpose, audiences, structure, the six principles and the guidance by audience. The cover is an image without a text layer: viewed as an image, it reads 'Digital Thailand AI ETHICS GUIDELINE' and 'Ministry of Digital Economy and Society' and carries no date and no Thai title. The attribution to the Office of the National Digital Economy and Society Commission is not in the stored copy. Not confirmed by any stored copy: a December 2020 date on a university mirror file, the 2021 date given by catalogue records and the OECD.AI Policy Navigator, and a first draft of the ethics framework in 2019.
Second check: Independent check by Claude Code (claude-sonnet-5-5), 2026-10-14: 7 field(s) supported, fixes applied to original_title, notes.
